Civil society group Democracy Hub has dragged the Government of Ghana to the Supreme Court over what it calls a secret deal with the United States to receive deported West African nationals.
According to the group, the Memorandum of Understanding (MOU) was signed without parliamentary approval, which goes against Article 75(2) of the 1992 Constitution. The group says the deal allows deportees from the U.S. to be kept in Ghana, a move it believes is illegal and against human rights laws.
The Supreme Court will hear the case on October 22, 2025.
Democracy Hub also claims that some deportees have already been sent to Ghana and detained at the Bundase Military Training Camp under poor conditions and without lawyers. It warns that the agreement could make Ghana part of a system that sends refugees back to danger.
The group is asking the court to stop the government from continuing with the arrangement.
