Economist and political risk specialist Dr. Theophilus Acheampong has been appointed Technical Advisor at the Ministry of Finance, bringing extensive expertise that has influenced policy discussions in Ghana and beyond for more than a decade.
Dr. Acheampong, a familiar voice in Ghana’s media landscape, has consistently contributed evidence-based analysis on the economy, public finance, and governance. His transition into a formal advisory role is seen as a natural extension of his work in boardrooms, classrooms, and international policy forums.
With over 15 years of experience at the intersection of energy, extractives, public finance, and political risk, Dr. Acheampong has delivered or co-led more than 60 consultancy projects across Africa and globally. He has advised development finance institutions, international development agencies, private equity firms, and multinational corporations, focusing on economic and financial modelling, integrity risk assessments, and sustainable development.
Academically, he holds a PhD in Economics from the University of Aberdeen, specialising in upstream fiscal regimes and energy systems modelling, as well as an MSc in Energy Economics and Finance from the same institution. He completed a BSc in Chemical Engineering at Kwame Nkrumah University of Science and Technology (KNUST) and is currently pursuing an MSc in Taxation at the University of Oxford’s St Hugh’s College.
In addition to his advisory work, Dr. Acheampong serves as an Adjunct Professor at the Universities of Dundee and Aberdeen in the UK, and at the University of Ghana and the University of Energy and Natural Resources. He is also a non-resident fellow at the European Council on Foreign Relations (Germany) and the IMANI Centre for Policy and Education (Ghana).
Dr. Acheampong serves on the boards of Natural Resource Charter Limited (NRGI-UK) and the African Council (UK), and is Head of Research and Markets at the Critical Minerals Africa Group (CMAG), which connects African governments, investors, and global players in the critical minerals sector.
Known for his clear and compelling communication style, his analysis has been featured in prominent global outlets such as the BBC, The Economist, The Wall Street Journal, and Bloomberg. His publications include academic journals, edited volumes, and commissioned reports that distil complex economic issues into actionable insights.
The Ministry of Finance has welcomed Dr. Acheampong’s appointment, noting that his combination of academic excellence, advisory experience, and global exposure positions him to provide valuable guidance as Ghana navigates evolving economic and fiscal challenges.
