The Municipal Chief Executive (MCE) for Effutu, Hon. Rev. Atta Mensah, has charged newly posted 2025/2026 National Service Scheme (NSS) personnel to uphold core virtues of discipline, professionalism and dedication as the foundation of their future careers.

Addressing the personnel at an orientation ceremony held at the Effutu Municipal Assembly Conference Hall, the MCE described the mandatory national service period as a crucial transition from academic life to the corporate and public service environment, where individual conduct directly influences collective success.

According to Rev. Atta Mensah, excellence in service must be guided by non-negotiable principles that define responsible public servants.

Core Values Emphasized

He underscored punctuality and timeliness as the first test of commitment, stressing that the official working day begins promptly at 8:00 a.m. and that delays in output often disrupt the work of others.

On discipline and good conduct, the MCE urged personnel to strictly adhere to institutional rules and procedures, exercise self-control and demonstrate integrity both within and outside the workplace.

Rev. Atta Mensah further highlighted dedication and ownership as essential traits, reminding the personnel that every task, no matter how minor, must be handled with seriousness and focus.

“People are watching,” he noted. “Your dedication today is the access key to tomorrow’s opportunities.”

He described professionalism as the sum of competence, reliability and ethical behaviour, challenging the graduates to be problem solvers rather than problem creators and to establish themselves as dependable team players.

Public Conduct and Dress Code

The MCE placed strong emphasis on how personnel conduct themselves in public, noting that mutual respect must guide interactions with supervisors, colleagues and members of the public.

“Courtesy and patience are your most powerful tools in public service,” he stated, urging the personnel to maintain these values throughout their service year and beyond.

He also reminded them to observe the proper dress code, explaining that their appearance reflects both personal discipline and respect for the Effutu Municipal Assembly as an institution.

Call for Respect and Integrity

The Municipal Coordinating Director, Mr. Majeed Ayariga, advised the personnel to remain respectful and submissive to senior officers while being courageous enough to do what is right at all times.

Heads of Departments and Units also briefed the personnel on service delivery standards across various departments, encouraging them to demonstrate good character, professionalism and hard work in support of the municipality’s development agenda.

Role of Local Government

The orientation formed part of broader efforts under Ghana’s decentralization framework, which assigns Metropolitan, Municipal and District Assemblies (MMDAs) the responsibility of delivering essential social services, coordinating local development and improving service delivery at the grassroots level.

Through adherence to professionalism, accountability, transparency and client-focused service, officials believe National Service personnel can play a vital role in strengthening public trust and enhancing effective local governance.

The ceremony concluded with a call on the new service personnel to see their one-year national assignment not merely as an obligation, but as a defining opportunity to build character, competence and credibility in public service.
