
The former Deputy Executive Director of the National Service Authority (NSA), Gifty Oware-Mensah, has been charged for her alleged involvement in a GH¢38.4 million fraud scandal linked to the Authority’s internal “marketplace” platform.
According to sources cited by 3News and TV3 Ghana, Mrs. Oware-Mensah is accused of orchestrating a large-scale scheme involving ghost names and fake hire-purchase loans processed through the NSA’s digital platform. The fraudulent transactions were allegedly conducted under the guise of facilitating legitimate service personnel benefits.
Preliminary investigations revealed that the scheme exploited loopholes in the marketplace system, allowing payments to be made to non-existent personnel and fictitious accounts.
The case has been described by anti-corruption analysts as one of the most significant financial scandals to hit the Authority in recent years.
Mrs. Oware-Mensah, who served as Deputy Executive Director until 2024, has not publicly commented on the charges. Meanwhile, the National Service Authority says it is cooperating fully with investigators to ensure accountability and recover any misappropriated funds.
The case is currently under investigation by state authorities, with court proceedings expected to begin in the coming weeks.
