The Driver and Vehicle Licensing Authority (DVLA) has announced a major reform in Ghana’s vehicle registration system, set to take effect in January 2026.

Under the new system, vehicle number plates will be issued in the names of individual owners, not the vehicles themselves, a move aimed at improving road safety, ownership tracking, and security enforcement.

According to a statement from the DVLA, the reform seeks to ensure that “every vehicle number plate can be directly linked to its rightful owner,” thereby enhancing accountability across the transport sector.

With the change, each number plate will become the personal property of the owner. When a vehicle is sold or transferred, the owner must remove their number plate, while the new buyer will be required to register for a fresh plate under their own name.

“Once implemented, every vehicle owner is entreated to see their vehicle number as their personal number, with the added responsibility of protecting it,” the statement read.

The Authority explained that the new policy would make it easier for law enforcement agencies to trace vehicle-related crimes and identify offenders more quickly. It will also curb the fraudulent use of number plates, which has been a growing concern in recent years.

DVLA officials noted that this reform is part of broader efforts to digitise Ghana’s road transport system, streamline vehicle ownership verification, and support the country’s push for smarter, safer mobility.

The initiative, when fully operational, is expected to bring transparency to vehicle transactions and help build a stronger link between citizens and their vehicles.
