Technical Advisor at the Ministry of Finance, Dr. Theophilus Acheampong, has reiterated the urgent need to scrap the COVID-19 levy, describing it as an outdated tax measure that no longer reflects the country’s current realities.
Speaking on TV3’s Key Points on November 29, 2025, Dr. Acheampong said the economic pressures facing Ghanaiansfrom the prolonged financial crisis to the rising cost of living, make the continuous implementation of the levy unfair.
According to him, the tax was introduced strictly as a pandemic-related measure, and with COVID-19 no longer posing the same threat, “it has to go away.”
Dr. Acheampong also addressed concerns about Ghana’s current VAT rate, noting that the 21 percent rate has become a “strong disincentive” for both local and foreign investors. He said the proposed cut to 20 percent is aimed at easing the burden on citizens and improving the country’s investment climate.
He stressed that scrapping the COVID-19 levy and reducing the tax burden would put more money directly into the pockets of individuals and businesses, enabling them to plan better, expand, and contribute to national development.
