The Central Regional Minister, Hon. Eduamoah Ekow Panyin Okyere, on Thursday, December 4, 2025, paid a working visit to the Effutu Municipal Assembly, reaffirming government’s commitment to strengthening local governance, enhancing productivity, and improving service delivery across Metropolitan, Municipal and District Assemblies (MMDAs).

The engagement, held at the Municipal Assembly Conference Room, brought together key officials including the Municipal Chief Executive (MCE), Hon. Rev. Atta Mensah, the Municipal Coordinating Director, Mr. Majeed Ayariga, Heads of the various Departments and Agencies as well as staff of the Assemblys.

Addressing the gathering, Hon. Eduamoah Okyere conducted a thorough review of departmental performance, with a strong emphasis on five critical units: Internal Audit, Works, Physical Planning, Procurement, and Revenue.

He charged the Internal Audit Unit to intensify monitoring activities and ensure strict adherence to financial regulations. He warned against any compromise that could lead to infractions, stressing that the integrity of the assembly’s financial systems must remain unquestionable.

On the Works and Physical Planning Departments, the Minister urged improved supervision of ongoing projects and stronger quality control measures to ensure value for money on all government-funded infrastructure.

Touching on the Procurement Unit, he stressed the need for transparency and strict compliance with due process to prevent unnecessary delays in acquiring essential logistics. He specifically instructed the Procurement Officer and the Internal Auditor to work closely, remarking:

“Procurement must work hand in hand with Internal Audit. The Internal Auditor’s office should be closer to Procurement.”

For the Revenue Unit, Hon. Eduamoah Okyere emphasised the need to strengthen mobilisation efforts, plug leakages, and deploy innovative strategies to maximise internally generated funds (IGF).

Strengthening Administrative Oversight

The Minister reminded staff that the Municipal Chief Executive bears ultimate responsibility for the assembly’s administrative processes. He outlined key directives, stating that:

  1. All official documents must carry the assembly’s official seal, with copies retained for records.
  2. Unique serial numbers must be assigned to documents for easy tracking and accountability.
  3. NADMO Officials are to be integrated into the municipal task force to support revenue collection and monitoring.

Hon. Eduamoah delivered a firm message to staff who hide behind political affiliations as an excuse for poor performance. He stressed that:

“Public service is a duty to the state, not to political parties. Every staff member must perform regardless of their political background.”

He called for renewed discipline, teamwork, and an unwavering commitment to efficient service delivery.

During an open forum, Heads of Departments highlighted key operational challenges and proposed solutions to enhance the assembly’s performance.

In response, the Minister assured them of the Regional Coordinating Council’s readiness to support and address the issues raised. He emphasized collaboration, communication, and a united front in achieving development goals.

Prior to the assembly meeting, the Regional Minister paid a courtesy call on the Paramount Chief of the Effutu Traditional Area, Neenyi Ghartey VII. The visit was to seek his blessing and strengthen the partnership between the traditional authority and the government in accelerating the development of Effutu.

The Minister’s visit was widely regarded as inspiring and timely, setting a renewed tone for discipline, accountability, and collective responsibility. Staff expressed optimism that the renewed collaboration between the region and the municipality would yield improved service delivery and accelerated development in Effutu.
