Authorities, transport operators, security agencies, and community leaders have called for stronger regulation and improved safety standards for commercial motorcycle and tricycle operators following a stakeholder engagement organized by the Effutu Municipal Assembly in Winneba.

The meeting held on Thursday, March 12, 2026 brought together representatives from the Assembly, security services, transport unions, rider associations, traditional authorities, and market women to deliberate on the growing operations of Okada (commercial motorcycles), Pragya (motorized tricycles for passengers), and Aboboyaa (tricycles used mainly for goods transport) within the municipality.

The engagement aimed to address road safety concerns, review local regulatory frameworks governing the operations of these transport services, and explore practical strategies to improve safety and operational standards.

Opening the meeting, the Winneba Divisional Police Commander, ASP Opoku, welcomed participants and stressed the importance of collaboration among public institutions, rider associations, and community leaders in ensuring responsible transport operations.

Effutu Municipal Chief Executive (MCE), Rev. Atta Mensah, explained that the engagement formed part of broader efforts by the Assembly to tackle rising road safety concerns, particularly in accident-prone areas such as Sankor and the Low-Cost Junction.

According to him, the Assembly is seeking to strengthen compliance with local by-laws regulating Okada operations while also addressing the welfare needs of riders, including access to insurance, training, and improved working conditions.

“We must work together to ensure that transportation services within the municipality operate safely and responsibly,” the MCE said, adding that plans are underway to introduce training programmes that could lead to certification for riders as well as monitoring mechanisms to ensure compliance with safety standards.

Officials from key regulatory and enforcement agencies also addressed the gathering, emphasizing the need for strict adherence to road safety regulations.

The Municipal representative of the Driver and Vehicle Licensing Authority (DVLA) reminded riders of the importance of possessing valid driver’s licences and ensuring that their motorcycles are properly registered.

Similarly, the Motor Traffic and Transport Department (MTTD) of the Ghana Police Service cautioned riders against common traffic violations including over-speeding, dangerous overtaking, and disregard for road regulations. The department encouraged rider leaders to cooperate with law enforcement agencies in ensuring compliance among their members.

Community representatives used the platform to share their experiences and concerns. Market women acknowledged the essential role played by Okada and Aboboyaa operators in transporting goods and passengers but raised concerns about reckless riding in crowded market areas, which they said often puts traders and pedestrians at risk.

A representative of the traditional council also urged rider associations to promote discipline and responsible conduct among their members to maintain public trust.

The meeting concluded with a shared commitment among stakeholders to strengthen cooperation in addressing safety concerns associated with commercial motorcycle and tricycle operations in the Effutu Municipality.

Participants agreed on the need for continuous dialogue, improved rider training and certification, and stricter enforcement of road safety regulations.

Rev. Atta Mensah expressed appreciation to all stakeholders for their participation and reaffirmed the Assembly’s commitment to promoting safer transport operations through sustained collaboration with regulatory agencies, transport unions, and rider groups.

He emphasized that ensuring discipline, compliance with road traffic laws, and improved safety standards remains essential to building a safer transportation environment for residents of Winneba.
