The long-delayed Tema–Aflao Highway project has received a significant boost as Ghana and the United Kingdom finalize a debt restructuring agreement expected to unlock funds for its timely completion.

The 17-kilometre stretch between the Kpone Barrier and Central University at Miotso, part of a broader effort to modernize key national roads, had stalled for over a year due to financial constraints.

The new deal, signed in Accra by Finance Minister Dr. Cassiel Ato Forson and John Humphrey, His Majesty’s Trade Commissioner to Africa, under the UK Export Finance framework, clears the way for work to resume on five critical infrastructure projects across the country.

These include the Bolgatanga Road, Obetsebi Lamptey Interchange Phase 2, Kejetia Market Phase 2, the Tema–Aflao Road, and the Komfo Anokye Teaching Hospital Maternity Block in Kumasi.

“We are restructuring debt in excess of $256 million to unlock these major projects,” Dr. Forson announced. “Once the agreements are signed, work will resume immediately, easing pressure on government finances while creating fiscal space for the 2025 National Budget.”

He emphasized that the UK’s participation sends a positive signal to other creditors to expedite their commitments, further stabilizing Ghana’s recovery efforts.

The move comes as welcome news for BHM International, contractors for the project, who had previously warned that the indefinite suspension threatened to derail progress on the coastal highway corridor that links Ghana to Togo and the rest of West Africa.

The reinstatement of the $100 million loan facility means the project is now back on course and expected to be completed within 18 months after full disbursement.

Once finished, the dual carriageway will ease congestion, boost trade along the Eastern Corridor, and enhance travel between Tema, Ada, Aflao, and neighboring countries.

“This deal marks a turning point not only for road users but for regional commerce,” an official close to the project said. “It’s a critical step in restoring investor confidence and keeping Ghana’s infrastructure drive alive.”
